In the example below, the issues are applied to the skills element of an organization:
Analysis

The degree to which the skills of staff have been identified, defined, quantified and understood.
Whether the skills are documented regularly and the details available to the appropriate people.

Evaluation

The degree to which the skills are what the organization requires and whether they are being fully exploited.
Whether the skills are improving or deteriorating and how they compare with those of peer organizations.

Strategy

The policies and strategies that exist in relation to how the skills of individuals are currently used.
